This website shows a brief in one city of the UAE; because of the high fatality rate, the road management have added major rules that have a high penalty and sometimes may get an arrest by the police; however in the last couple of years public transport has developed and has a high technology. But still the rate is so high because of the arrogance of young people that don't now what is good .

Description :
If the rate needs to go down there are more ways than strict rules, like educating the drivers about the risk of high speed and the danger of it; on the other hand give the young students lessons in how to drive safely. However education about the driving will give good results.
